Vintage Manuel 3 Hole Hand Paper  Punch  with Measuring Guide by EXP.
Bottom comes off to empty or clean as seen in the last picture. The hole puncher is medal, but the removal bottom is a hard rubber plastic so it does not scratch furniture.
It punches 3 holes with a measuring guide.and can change positions. Black and measures 11 1/2" x 2 3/4"
